Built according to plans by Perret, the town hall square of Le Havre is one of the biggest in Europe. It is lined with three-storey buildings with terraced roofs and ten-storey towers, and has huge pedestrian spaces dotted with splendid flowerbeds and original fountains. At the foot of the imposing town hall made of bare concrete and overlooked by a colossal tower, the plaza is constantly packed with people.
